Create a process for working on the CoC

Get together with the current proposers, those at DGOV, potential early adopters, and others to create a process by which the design of the CoC and the CoC itself will be created and maintained.

What's DGOV?

Also, I proposed a version control system in the PR I just submitted. I think this will help people keep track of changes. It will also make the document feel more "living" as people need to re opt-in every time there's a major update.
