Remove/replace outdated links on Ethereum grants page

Describe the bug

Some of the resources listed on ethereum.org/en/community/grants are no longer available / outdated.

To reproduce

Page reported:
https://ethereum.org/en/community/grants

Resources (URLs) to remove:

• Ethereum RFPs ← seems outdated
• Open Grants ← seems outdated
• Compound Grants Program ← broken URL
• mStable Grants Program ← broken URL
• UMA Grants Program ← grants round closed in June 2023 - I suggest removing the page

URLs to replace:

• Balancer ← broken URL, replace to: https://quark-ceres-740.notion.site/Balancer-Grants-938f1b979810427f8d903a904315da41
• Lido Ecosystem Grants Organisation (LEGO) ← outdated, replace to: https://lido.fi/lego
• Uniswap Grants Program ← broken URL, replace to: https://www.uniswapfoundation.org/apply-for-a-grant

Expected behavior

Outdated / broken URLs removed and replaced (when applicable).
