Numbers in OrderedList component are visually off-center

Describe the bug

The numbers in the OrderedList component are positioned too low within the ellipses, making them appear visually off-center. This creates an inconsistent and less harmonious visual effect.

To reproduce

1. Go to 'https://ethereum.org/en/layer-2/'
2. Scroll down to 'What is layer 1?'
3. See error

Expected behavior

Adjust the top margin of the numbers in the OrderedList component from 9px to 5px, making the position of the numbers more centered and visually more harmonious.
