Proposal to include EIP-4345 in Arrow Glacier

Arrow Glacier is set to only push back the difficult bomb. EIP-4345 proposes to do so, currently with a total pushback of 10 500 000 blocks (or an extra 800 000 blocks past EIP-3554's pushback).

On ACD124, we agreed to 10,700,000 for the offset and 13773000 for the fork block 😄
