Depending on the outcome of the Goerli community call (eth-clients/goerli#129), I would like to get a sense if there is any resistance to implementing a WITHDRAWAL_BOOST_FACTOR for the CL specification that will always be 1 for mainnet but could be tweaked for testnets to artificially inflate supply through withdrawals (brought up by @parithosh).
