Dealer without Reg-ID / forgein key should be IDP-ID and not mail

Instead of using an email (that can change between convention reg and dealer reg) use the IDP-ID as foreign key to identify the user. At EF a user can have up to three different email adresses at the moment. (identity, EF reg, dealer reg)

Does the Regsys API provide the IDP ID? I think last year it didn't, hence the fallback to the email.

The EF Registration System currently doesn't expose the IDP ID and also does not allow us to query using it. There may be an option to retrieve registration information by IDP ID in the future though, not sure whether that will be in the books for this year though.
