Allow dealers to apply for waiting list after deadline

📖 Story

As director of the Dealers' Den, I would like for dealers to be able to apply for our waiting list after the registration deadline has passed, so that I do not have to enter their data manually from e.g. an email.

✅ Acceptance Criteria

• Once the deadline for dealer registration has passed, a button becomes visible allowing users without pending applications to apply for a dealership via a form identical to the regular application process.
• Shares can no longer be managed at this point and must be requested manually via the contact form, which should be made clear by a text above the application form.
• Waiting list applications cannot be edited after initial submission, which should be made clear by a text above the application form.

🙋 Open Questions

• Should pplications for the waiting list immediately be assigned the status Waiting instead of Open (set waiting_at to the same value as created_at)?
