test-solidity tests are not stable

Steps to reproduce:

The tests fail occasionally, and success after re-run.

There are even many failures in the main branch: https://github.com/tharsis/ethermint/actions/workflows/test.yml?query=branch%3Amain

Error messages:

Caused by: invalid nonce; got 3, expected 4: invalid sequence

     AssertionError: Expected error code "revert" but failed with "Error: The contract code couldn't be stored, please check your gas limit." instead.

Expected behavior: test should pass

Actual behavior: fails occationally
