Translations are missing from package

Setting Aloha.settings.locale to a supported language currently does nothing, and it actually raises errors if set to "de".

I am actually looking for support to "pt-BR" language, which is 100% supported by Aloha Editor.

I tried creating another package for aloha editor myself (adding all generated translation files ), but i run into several errors with requirejs trying to load util files in a static way, but found no way to add static files to a meteor package. How did you get around this issue?
