Describe the bug

context
When I update to 0.3.1

expectation
I expected to have my translation in french like below

But instead after upgrading I get this

A new folder named locales is created in _static folder inside _build folder

problem
This is a problem for people using translation and upgrading to the newest version

Reproduce the bug

  1. in conf.py

language = 'fr'

  1. update all
  2. build
