I just realize there is no ticket for this although it is being actively developed.

Create a new set of executable and plugins that has no GUI and thus no dependency on Open GL and Qt Widgets. The motivation is to be able to run on hardware with less CPU/GPU requirements for remote transponders or repeaters as servers or to let developers with web technology skills implement their own GUI. This headless mode version will be controlled via the web REST API interface (see #53).

A proof of concept is being developed for the next release v3.9.0.
Note: v3.9.0 is now out.
