Proposal:

  1. Add an UPLOAD button at the bottom? <-- I would vote for this
    • Why? The users are on this page for the sole purpose to Upload a CSV file. It deserves it's own button.
  2. (Quick Fix) Make 'Upload' the default action in the dropdown.
    • Then the 'Apply' button will work by first try. Now, nothing happens. But the 'Apply' button is not noticable at all.
*People want to UPLOAD, not apply something?

My first time using this feature.

  1. I clicked 'Load CSV Files'
  2. Selected files
  3. Clicked Apply.
  4. Nothing happened.
  5. I refreshed the page and did everything again.
  6. I thought the interface was broken.

How to reproduce?

Agree. Ethier a pre-selected action on the dropdown as normal "next-action" or just a each action have is own button
