Preclude waterway=xxxx to be merged with new data in the form of highway=residential #1609

Description

In the current configuration a existing waterway=xxx could be merged with new accepted data in the form of highway=residential. After the merge visually remain as a waterway, but the tag highway=residential remains.

This should not be allowed, because the waterway also takes the characteristics of a highway.
