Prerelease of react-dev-utils supporting webpack 4 #4629

Hi, I am developing on an ejected CRA and am blocked on moving to webpack 4 by the fact that there is no published version of react-dev-utils which supports it. Support for webpack 4 nominally landed almost a month ago in #4077, and I have been able to test locally that my project builds against this. It would be great if we could get a new prerelease published to @next!

Hi, I know it's a lot to ask, but is there any changelog (or atleast breaking changes) for @next or a quick way to filter the git commit?

I'm about to move from 6.0.0-next.3e165448 to 6.0.0-next.fb6e6f70 (3 months difference) and I'm trying to estimate the impact.
