Please stop ignoring the panResponder issue

There are a few issues opened concerning views that shrink upon movement with panResponder and they haven't been addressed properly. A few workarounds have been suggested but they dont fit every scenario.

These issues are #20215 #19952 #19244.
There is also the issue #20219 where the react-native-bot has closed it because we haven't verified that the problem exists in the latest release as well.

1. The latest release is 0.56 and the problem exists on 0.55 which is 1 realease behind which is not that far.
2. The latest release introduces a lot of breaking changes so even if the problem doesnt exist in the latest release, it is irrelevant if our project cannot be upgraded straight away. There are a lot of us waiting for full support of babel 7 from some of our dependencies so upgrading the project is not a valid suggestion for fixing this issue.

I admire the hard work that has been done in RN and I really appreciate everyone's effort. I'm not making demands here, I'm just asking to at least provide us with some feedback on why this is happening. So far all we get is some hacks and not fixes, and we don't even know why this happens. (0.53 works perfect so it must be a relatively recent change that caused it).
