Update Server Components dependencies

There's been some releases of underlying tools and we need to catch up.

• Add webpack 5+ dep to the webpack plugin update ReactFlightWebpackPlugin to be compatiable with webpack v5 #22739
• Get fixtures/flight running again
  • Fix the ESM secret exports issue
  • Update to latest loader API changes
    • Update the exported loader API entry point
    • Update the fixtures/filght/loader wrapper
• Look at fix: parseExportNamesInto specifiers typo #22537
• Make a release and verify server-components-demo runs with it, webpack 5, and Node 16+
