Phone numbers should support special numbers

Clear and concise description of the problem

I see that there is a new syntax for generating phone numbers using style. In Norway and probably other places, we have special numbers. It would be great if this support is added.

Suggested solution

add style: special to the supported styles which should be supported by the individual locales. Possibly some way to configure which special style.

Alternative

Currently, I could generate the sequence manually but it would not be locale aware.
