i guess it would look like a super small service, rather than a broker to all syncers

i like the specific syncer(Coin, Net) talking directly to swapds

Today I was thinking about how we could interact with syncers running on another machine based on discussion I had with @zkao.

I think it would be nice if we can start the 'manager'/'broker' and then start some syncers manually and if we could ask the 'manager' the list of running syncers, ask for new ones, attach to one, detach from one, or ask to kill one (and detach at the same time).

With the attach/detach thing we could keep swapd directly talking to syncer maybe.
