Provide toggles for layers within a PDF #64

If a PDF has multiple layers within it, then provide a control to allow the user to control which layers they see.

The selection should be remembered as part of the journal page (only settable by GM?).

Maybe the control can be a drop-down list appearing at the top of the Table of Contents.
