Outdated rgdal installation instructions

The directions for installing rgdal are no longer correct—install cannot find CXX11 compiler even with gcc module loaded.

In case it's useful, I was able to install RGDAL using a somewhat older version--https://cran.r-project.org/src/contrib/Archive/rgdal/rgdal_1.5-21.tar.gz

@noahdasanaike, first, I want to make sure you are referring to these docs: https://github.com/fasrc/User_Codes/blob/master/Languages/R/rgdal.md? Or, are you referring to the Rocky 8 RGDAL documentation: https://github.com/fasrc/User_Codes/blob/master/Languages/R/R_packages_with_spack.md#rgdal?

Because FASRC will upgrade the OS of our clusters in June 2023 (https://www.rc.fas.harvard.edu/blog/2023-downtime/), I recommend that you use our Rocky 8 test cluster and install rgdal with Spack (link above). This way, you will be all set for the migration from Centos 7 to Rocky 8 that will happen in three weeks.
