Create New Richie site instance for Public Administration

We need to create a document to send to INA with requirements:
@igobranco is going to create the 1st draft.

Create a new Richie site instance for Portuguese Public Administration.

• Logo: create logo Richie for AP @sandroscosta will talk with @cabralpedrofccn
• To remove use cases: entities, blog.
• Categories: they need specific categories, it won't need special development, just configuration
• Color Scheme: use 3rd color of INA, purple of INA.
• Footer: legal -> redirect to NAU; NAU AP Sobre; Communication to remove
• Footer logos -> same as NAU
