We want to get away from hard-coded hostnames for temporary, locally-running instances. If Node parameters have a hostname, we should use that because it may refer to an external / already existing hosted site. If it does not, the NodeDriver (or perhaps the feditest framework, tbd) should go to this name provisioning service, and ask it to generate a DNS name for it, and set it up so DNS lookup can be performed.
