META: try to be best citizen on openshift: allow running as any uid, bind to high ports, etc. #247

It would be great to be able to use blessed images for running on platforms prohibiting

running as root,
running as specific uid (will set uid to high number),
don't allow binding to privileged ports (don't allow CAP_NET_BIND_SERVICE capability)

Unfortunately that's backwards incompatible for most services, so this might have to be with another fedora release.
