scratch builds that are cancelled because they time out are considered "successful" #358

Looks like if a scratch build times out, the task in koschei is considered "successful" even though timing out after 7 days should probably count as "this failed", for example:

https://koschei.fedoraproject.org/package/rust-curl?collection=f40

I only now noticed that this package has a problem because the "real" koji build for it during the f40 mass rebuild was stuck indefinitely.
