When performing keyboard shortcut shift+v to background open an article in a new tab, it now opens in the current tab (in other words, it leaves feedbin.com and opens the article). This did function properly in macOS El Capitan Safari 9.x, without issue.
Open in foreground tab (v) works fine still.
I have not tried Safari 10.0 in El Capitan yet, I'm only testing Sierra and Safari 10 right now with 1 computer.

This is probably Safari catching up with a change that vendors have been implementing to block JavaScript’s ability to open background tabs. Feedbin has extensions for Chrome and Firefox to address this already. Read the original blog post from March: Link Opener for Chrome.
As I am not a member of the Apple Developer program, I can’t look into fixing this with an extension. But someone else might!
