We had a port-channel between dist and core.  netdisco-template applied the 
kill-dhcp-servers acl to the ports on the dist side, even though it was clearly 
the link to core.

(This is either a netdisco bug, not seeing the connectivity between dist and 
core properly, or a netdisco-template bug)
