DismanPing creates a test with a single SNMP PDU using CreateAndGo.  This 
worked with JunOS 
8.0R1.9.

Now we're running JunOS 8.3R2.8 and it doesn't work any more.  The hack is to 
first create it with 
CreateAndWait, and then set it to active with the big PDU.
