This has been identified as a requirement by FVM team, as we are observing builders develop user actors that can lead to "lost" funds due to lack of proper receiver hook - which would be less of a problem if bare value transfers is disallowe.

This is a duplicate of #836 and implemented in #1241. A discussion in Slack some time ago resolve that this needs a FIP before we land it. cc @Stebalien
