目前chain-co代理多个节点出来的时候，如果恰好有客户端访问，这种情况下会导致请求错误。 这样维护节点的时候可能会导致错误，运气不好的时候回到windowspost发生个别partition失败的情况。 因此这里考虑增加类似nginx中配置节点权重的办法。

  1. 初始版本可以考虑仅支持0，1两种配置方法，0代表不在往这个节点调度请求， 1代表正常工作。
  2. 增加命令行配置节点权重。
