The next release of the FDC3 standard is intended to be the second major release (2.0) and hence provides an opportunity to make significant additions to the standard and the first opportunity to make breaking changes. Any such changes should be made with care and consideration to users of the standard and will benefit from input from as many stakeholders as possible.
However, the Standards Working Group meetings are only held once a month, offering only limited scope for collaboration. Hence, the creation of one or more 'Discussion Groups'1 has been proposed, to provide more opportunities for direct collaboration on issues and PRs for inclusion in the FDC3 2.0 scope.
A Discussion Group has no direct decision-making power regarding the FDC3 standard - rather it is intended that anything they propose or work on will result in proposals (via Github issues and PRs) for the Standards Working Group participants to consider and vote on for inclusion in the standard. As such, participation in a Discussion group is not required for contributing to any particular issue or FDC 2.0 as a whole.
A discussion group will be represented by an issue in the FDC3 github repository, to be used to arrange meetings and/or exchange messages that don't belong to a particular issue. Any meetings arranged will be organized via the FINOS webex account and should be open to anyone that is able to participate in the Standards Working Group meetings.
