Web3Storage Publishing Pipeline

I think we should explore a Web3Storage Publishing Pipeline.

This can I think all be done in a Github Action, and would roughly be:

• build Eleventy from Ghost as we do now
• turn into CAR file, upload to W3S (with new UCAN pipeline? key in Github secrets?)
• on success, get CID and update dnslink in Fission

Do we get redirects support, or are there limitations on what apps can be published? I assume eg Eleventy is a completely static build, but OAT afair requires redirects.
