There are useful fixes in master that's not in any releases, and PR are not being reviewed. Is this crate still actively maintained?

Is this crate still actively maintained?

Evidently not, although thankfully 0.2.9 has made it to crates.io as of ~5 months ago (almost a year after this issue was filed). It seems to have been only because a high-profile project (Tor/Arti) got the maintainer's attention with a PR.
