In the PR / commit you're referencing it in, just write fixiversity/tracking#id where id is the number on the issue

It is also helpful to mention that (if like me), you are trying to reference a PR from another repo, you cannot use this short form, but that GitHub will automatically switch it if you give it a raw value (eg. fixiversity/frontend#1 from the url https:// github.com/fixiversity/frontend/pull/1)
