Describe the Bug
A clear and concise description of what the bug is.
When a Petitioner or Practitioner is eFiling a petition on their mobile device, they are currently unable to input text in the phone number field, even though the instructions for this field indicate that the user can input "N/A". What happens is that the only option that comes up on a mobile device is the number pad. I double checked the Zip code field, and a user can still access the keyboard on their mobile device for this field.
We would like it so that when a user is on a mobile device, the keyboard is available to them, rather than just the number pad.

Steps to reproduce the behavior:
Log in to DAWSON as a petitioner on your mobile device
Click on start a Case
On step 1, attempt to input a phone number for the petitioner
Notice that on your mobile device, you won't be able to get your keyboard to display, only the number pad displays, so you cannot input N/A as the instructions in DAWSON tell the user that they can do
