Internal pages - address issues with heading levels #10564

As a DAWSON user, so that pages are accessible, I need page heading levels to be correctly structured.

Description

On internal reports (except for the trial session planning report), there are two H1 headers. There should only be one H1 for correct structure and to comply with accessible standards. There are also pages with hidden H2 and skipped headings where it goes from H1 to H3.

Acceptance Criteria

  • On report pages, there is only one H1
  • On pages where there are multiple heading levels, ensure that they are consecutive
  • If the hidden H2s aren't being used, remove them or apply to an appropriate header
  • Determine if user documentation needs to be updated (Tenille): Y / N
