Schema validator should ensure that there are as many enumLabels as there are enum entries.

Although both are required, we do not currently check to ensure that there are the same number of enum and enumLabels elements. Given that they are meant to exactly correspond, this is something of an issue.

In a ticket in our previous bug tracking system, I had proposed making enum into a map which must have both, which I still think is the way to go.

This may be handled as part of a larger refactor of FSS, but could also be handled separately.
