Fix issue #156954: Wrong dateHelpText in MaterialLocalizationIt (#161889)

Fix #156954
- Changed current value `dataHelpText` used in `MaterialLocalizationIt`
from "mm/gg/aaaa" to "gg/mm/aaaa"
- Wrote test
