MS Teams should be configurable on a per Canary Basis

Similar to #128, you may want to direct MS Teams notifications to different channels for different projects rather than having a global webhook for all canaries. This is especially important for larger orgs with dozens/hundreds of teams.

Until this gets implemented you run a Flagger per team, assuming that each team has it’s own namespace. When installing Flagger you can set the -namespace flag to restrict the canary operations to a single namespace.
