Loadtester image broken

Hello,

the latest loadtester image does not contain the hey binary.

Instead of that, a Google Bucket error message is in the file: The billing account for project 938381945713 is disabled in state absent

This external dependency has issues: https://storage.googleapis.com/jblabs/dist/hey_linux_v0.1.2

Looks like the link needs to be updated in the Dockerfile as per rakyll/hey#168

Thanks @laszlocph The fix has been publish as part of Flagger v0.20.1 release and it's available on Docker Hub at weaveworks/flagger-loadtester:0.11.0.
