Add a What's New integration for extension updates #721

When new versions of Foam are released it would be helpful to have a What's New page.
This can be used:

for introduction
to communicate non-backward compatible changes
to communicate new features

And more.

I came across this project which I think is a good starting point, but if someone knows of any other candidates please share:
