Consolidate FAK assignment in Assign Gear

Per issue #154 and faction assign gear files, FAKs get added in 3(!) places during assignGear. Two in fn_assignGear, one in the faction file and one the faction standard file.

I think this should probably be done in the faction assignGear file so that we differentiate factions getting more or less FAKs in a mission (my specific use case is only assigning AI one FAK through assignGear so that they don't provide as much free medical loot during a mission).

  • Spot checking, all FAK and bandage assignment appears correct
