binary must be run from inside mtriage directory

Because mtriage-cli was originally developed as part of mtriage, some paths are hardcoded to assume that the binary is being run from its old position in that directory structure.

The build process and running of mtriage-cli needs to be detached to not assume the path at which the binary is running, so that it can ultimately be slotted into a /usr/bin or anywhere else.
