When building a project, the "london" evm version is never set, since ethers-solc by default uses the "istanbul" evm version.

The ethers_solc::Project instantiation from build opts also does not configure the evm version (check here).

This was pointed out by tdudz while trying to compile a contract which uses the opcode for block.basefee.
