That passes the locale through to build state.
No styling yet at all, but the pages are all generated.
No proper diplaying yet though.
Can't include specific lines yet though.
Caused by #46.
Needs to be more mobile-friendly, that'll come soon.
This might rectify Netlify deployment issues.
Abandoning Netlify for this.
We now use `npx` for the production build.

This adds a fully-fledged website for Perseus, which supersedes the book (including all documentation itself). This will also act as a production example of a Perseus deployment, and can be used for Lighthouse benchmarking.
This also includes a notice for the README that lets users know that we're switching to a new system, as there's a slight possibility that something may blow up, but hopefully not!
