Need web-based Server Status/Monitoring tool...

Present operations rest entirely with one person @ssalevan. Every time someone wonders why they can't connect, Steve needs to be involved. This shouldn't be the case.

I propose a "Server Status" page that can do several things:

1. Confirm a connection all the way through to region entry (simple bot)
2. Restart the Welcome and Eliza Bots
3. Show the top of the NeoHabitat server log (refresh to update)
4. Restart the Server (password protected?)

Starting with just showing #3 would be nice...
