Steps to reproduce

  1. Create a new form page.
  2. Add a question
  3. Preview
  4. Add another question
  5. Preview
  6. Rinse and repeat a few times if you don't see the bug

Expected behavior

Preview updates as expected

Actual behavior

Preview renders only newly added questions, or otherwise skips questions. After hitting "Publish" the full set seems to be there.

This could turn into a blocker for a planned survey on securedrop.org; for now we're working around it by using "Publish" a lot.
