Mismatching docket numbers across ca9 opinions and oral arguments and PACER

Seems like we are missing something about ca9 docket numbers, since the same number sometimes leads to different cases in these pairs:

• oral arguments - scraped opinions
• scraped opinions - PACER

Example docket:

The oral argument with case name "In re: NEWMAN" has docket number 21-1228

The opinion with case name "Edgar G. C. v. Garland" has the same docket number
