patch release for net script fixes

This is mainly a workaround for the (horrible) default shell/env on debian/ubuntu.

Network state closure pre-release

This is an integration test pre-release for testing (meaning we think this is the bare minimum functional baseline).

Add network "flow" rules to enforce routing and health check requirements.

bootstrap cleanup and tests

• allow reconnect to existing cfg
• updated tests and logging
• cleanup stale cfgs

minor bug-fix update

dedup the wedge list before processing (and a test fix for travis)

de-wedge release

Includes:

• re-enable wedged msgs and update nodestate to allow only the first msg
• updated state checks for "wedged" neighbor state
