Gentoo Binhost packages for the R5900 #8

Discussed in frno7/linux#73

Creation of a PS2 Portage binhost is required for packages such as GCC that don't work with Distcc.

Automating the creation of the packages to minimise any issue to the end users would be the end goal for this task.
