確認 2021-06 ~ 2021-09 資料集的代表性 #129

在 591 改版影響評估中，已知被標為「新版格式」的物件，在標定後，就不會變動，且分佈廣泛，但尚須驗證是否為平均或其他的分佈方式。

這張票的目標，就是透過驗證 2021-04 ~ 2021-11 的資料，找出即便在 06 ~ 09 資料較少的情況下，仍可回推母體的方法。
